It is a techonology thtat has been utilized in snow equipment, but yet within track and field. The retractable spikes would become exposed when spinning the dial on the bottom, and spun again to hid them, to ease transitions between pre-race, racing and post race.
Having spikes on when quickly grabbing water, using the restroom, taking your warm ups off, or giving a hug in the stands complicates how you go about doing those things.
